Not directly. The Xbox console has locked encryption and hypervisor protection. However, you can use the "Xbox Play Anywhere" feature: Install the modded save on a Windows PC, launch FH5 via the Xbox app, sync the save to the cloud, then open your Xbox. The console will download the modded save from the cloud. Do this at your own risk.
